









India Announces Final Ruling on Anti-Dumping Case Against Chinese Titanium Dioxide

Recently, the Ministry of Commerce and Industry of India issued an announcement, making an affirmative final ruling on the anti-dumping investigation concerning titanium dioxide originating in or imported from China. It recommended imposing anti-dumping duties ranging from $460 to $681 per ton on the Chinese products involved, effective for a period of 5 years. The case covers products under Indian Customs Codes 28230010, as well as parts of products under 32061110 and 32061190.
Review of India's Anti-Dumping Case Against Chinese Titanium Dioxide
On March 28, 2024, India initiated an anti-dumping investigation into titanium dioxide originating from China (hereinafter referred to as the Indian anti-dumping investigation). With the support of the Ministry of Commerce of China and the China Petroleum and Chemical Industry Federation, the China Coatings Industry Association organized 26 titanium dioxide production enterprises across the country to entrust Beijing Zhongyin Law Firm to carry out industry-wide no-injury defense and response work.
On January 29, 2025, India disclosed the pre-final ruling facts, calculating the anti-dumping duties based on the lower of the dumping margin and the injury margin. The expected duty rates were: 15%–25% for LB Group, 20%–30% for Anhui Jinxin Titanium Dioxide Group, 20%–30% for Shandong Lubei Group, 15%–25% for individual responding enterprises not selected for sampling, and 25%–35% for other enterprises. The final duty rates for the responding enterprises were expected to be around 20%, slightly higher than initially anticipated. The Indian investigating authority might adopt a specific duty collection model in the final ruling.
On February 12, 2025, India announced the final ruling, calculating the anti-dumping duties based on the injury margin. The anti-dumping duties were imposed in the form of specific duties, as follows: $460 per ton for LB Group, $609 per ton for Anhui JinXin Titanium Dioxide Group, $563 per ton for Shandong Lubei Group, $510 per ton for cooperating enterprises that responded individually but were not selected for sampling, and $681 per ton for other exporting enterprises. The anti-dumping duties are expected to be levied in about one and a half months.
